The Environmental and Social Framework (ESF) guides the management of environmental, social, health, and safety risks associated with the Rogun Hydropower Plant (Rogun HPP). It supports the implementation of the project in line with applicable international standards and good practice while addressing impacts on communities, livelihoods, and the environment.
The ESF includes the policies, commitments, assessments, management plans, monitoring arrangements, and reporting mechanisms applied throughout the project lifecycle.
This section serves as a central source for all environmental and social reports, studies, and monitoring data related to the project.
The ESIA includes an Environmental and Social Management Plan (ESMP) that defines measures that must be taken to avoid or reduce the significant impacts on people and the environment. Among the potential impacts caused by filling the reservoir will be the loss of several bridges across the Vakhsh River. At present, these bridges serve to connect villages on the left bank with each other and with the International Road that runs along the right bank and provides access to Rogun City, Nurabod, and the rest of Tajikistan. The Asian Infrastructure Investment Bank is providing financing for construction of a new bridge across the river about 50 kilometers upstream of the dam.

The LMP is developed to help avoid, mitigate and manage risks and impacts in relation to Project workers and sets out the way in which Project workers will be managed, in accordance with the requirements of national law and the ESS2. The procedures address the way in which both standards will apply to different categories of Project workers, including direct workers, and the way in which third parties will manage their workers to comply with applicable requirements.

RAP 2 describes the progress of resettlement in the second phase (which commenced in 2017) and includes measures to ensure that past and current resettlement activities meet the requirements of both Tajikistan’s applicable laws and the international lenders’ standards, especially the World Bank’s Environmental and Social Standard 5 (ESS 5) on “Land Acquisition, Restrictions on Land Use and Involuntary Resettlement”. It includes the policies, procedures and processes to identify and mitigate impacts on people who are being or will be affected by physical and economic displacement due to the construction and operation of the Project. LRP 2 provides details on the livelihood restoration measures for the PAPs.

This Social and Environmental Risk Mitigation Plan addresses the risks and impacts associated with the implementation of the Overall Implementation Plan (OIP) and the Reservoir Impoundment Plan, including those short-term risks and impacts associated with the planned filling of the reservoir to 1140 m above sea level in 2026.
