About Project Management Group

The Project Management Group (PMG) for the Construction of Energy Facilities under the President of the Republic of Tajikistan is a separate state entity established by Presidential Decree to coordinate and oversee the implementation of strategic energy infrastructure projects.
The PMG operates as a consultative and coordinating body directly accountable to the Executive Office of the President. Its mandate is grounded in national legislation and includes ensuring alignment among ministries, government agencies, and international partners involved in the development and modernization of the country’s energy sector.
The PMG plays a central role in the implementation of large-scale national energy projects, including hydropower, thermal, solar, and wind energy initiatives. Its flagship engagement is the Rogun Hydropower Plant (Rogun HPP), a project of critical importance for Tajikistan’s long-term energy security and economic development.
Within the framework of projects financed by the World Bank and other international financial institutions (IFIs), the PMG is responsible for a wide range of operational and oversight functions. These include coordinating the activities of ministries, state agencies, contractors, and consultants; organizing and supporting procurement and tender processes; monitoring the use of funds and the quality of construction works; and facilitating the work of international experts and development partners. The PMG also provides analytical reporting and recommendations to the President on project performance, efficiency of resource use, and quality of implementation.
