First Loan Tranche from the OPEC Fund for the Construction of the Rogun HPP

On 10 October 2024, the Government of the Republic of Tajikistan and the OPEC Fund for International Development reached an agreement on the provision of loan financing in the total amount of USD 100 million to partially cover project costs of the Rogun Hydropower Plant (Rogun HPP).
In accordance with the Loan Agreement, the OPEC Fund approved the first tranche of a concessional loan in the amount of USD 25 million. The funds will be allocated to the implementation of key project components.
Project implementation will be coordinated by the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan, acting as the Executing Agency. Activities under the project will be implemented in coordination with other sources of international financing, including support from the Islamic Development Bank.
The Rogun HPP project is being implemented in compliance with international standards in financial management, environmental protection, and social safeguards. The Loan Agreement also includes requirements related to transparency, reporting, and the efficient use of funds.
Approval of the first loan tranche by the OPEC Fund further strengthens international financial support for the Rogun HPP and confirms its strategic importance for the sustainable economic development of Tajikistan. Implementation of Lot 4 will contribute to accelerating construction progress, enhancing national energy security, and expanding the country’s potential for exporting clean hydropower in the region.
