Assignment Title: Consultancy Services for Obishur Debris Flow Study and Mitigation Measures

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include basic Studies, Definition of Mitigation Measures, Basic Design of the selected mitigation measures, Tender Documents of the selected mitigation measures.

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (PMG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- i.The Consultant shall be registered legal entity and shall have been in business for the last 6 years in providing consultancy services in similar hydropower/river basin/debris flow projects. (The consultant shall provide the Copy Certificate of Incorporation issued by relevant authority in country of establishment).
- ii.The consultant shall submit a detailed organogram to demonstrate managerial and organizational capabilities to carry out the assignment.
- iii.The consultant shall demonstrate previous experience in the successful completion of at least 3 similar assignments in the last 10–15 years involving:
- Debris flow/sediment management studies;
- Mountain catchment hydrology (preferably ungauged basins);
- Hydropower project protection or risk mitigation;
The company must have experience covering both upstream (catchment) and downstream (infrastructure protection).
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2023 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
