1.    The Government of the Republic of Tajikistan (hereinafter called “Recipient”) has received financing from the Asian Infrastructure Investment Bank (“AIIB” or the “Bank”) in the form of a Loan (hereinafter called the “Loan”) toward the cost of the “Rogun Hydropower Development Project – Phase I” (hereinafter called the “Project”), and intends to apply part of the proceeds toward payments under the contract for Civil Works for Construction of a local road of category 5 on the left bank of the Rogun reservoir (Sayidon-Labijar). The tendering process will be governed by the Bank’s Procurement Instructions for Recipients (PIR) dated July 2024.

2.    The State Enterprise “Directorate of the Flooding Zone of Rogun Hydropower Plant” (“Rogun DFZ”, the implementing agency of the Recipient) (hereinafter called the “Employer”) now invites sealed Tenders from eligible Tenderers for the Works shown below:

Civil Works for Construction of a local road of category 5 on the left bank of the Rogun reservoir (Sayidon-Labijar) Construction Phase 1095 days after the Commencement Date.
Defect Notification Period (DNP) 365 days (DNP will start from the Date of Completion).

       The works include but not limited to:

      • Rehabilitate and clean up of existing culverts;
      • Construction of additional culverts where required;
      • Construction of side ditch and lining;
      • Relocate utilities where required (power lines, telephone lines and water pipes), where required;
      • Construction of irrigation water pipes crossing the road;
      • Earthworks;
      • Pavement Works;
      • Construction works for 4 bridges;
      • Construction works for 63 engineering structures, including 41 reinforced concrete culverts, 7 open throughs, 15 gabion-type retaining walls;
      • Construct sidewalks in the towns, where required;
      • Construct bus stops at the towns, where required;
      • Connect the branching roads to new profile;
      • Road furniture (signs, road marking, edge markers, delineators);
      • Construction of an office, housing and laboratory for the Engineer.

3.    Tendering will be conducted through International Open Competitive Tendering procedures as specified in the Bank’s PIR, and is open to all eligible Tenderers as defined in the PIR.

4.     The main qualification criteria are as follows:

  • Minimum average annual construction turnover of USD 18.50 million (eighteen million five hundred thousand), calculated as total certified payments received for contracts in progress and/or completed within the last 5 years (2020-2024), divided by five years. In case of Joint Venture, the following minimum requirements are applied:

      all members combined: USD 18.50 million;

      each member: USD 4.62 million; and

      one member: USD 7.40 million.

  • Financial resources sufficient to meet the construction cash flow requirements of USD 2.33 million (two million three hundred thirty thousand United States Dollars) for the subject contract net of the Tenderer’s other commitments.
  • Participation, as a prime contractor, joint venture member or sub-contractor, in at least two (2) contracts, each with a value of the Tenderer’s participation at least USD 15.0 million (fifteen million United States Dollars), or one (1) contract with a value at least USD 30.0 million (thirty million United States Dollars) that have been successfully and substantially completed between 1st January 2018 and Tender Submission Deadline, and that are similar to the proposed works.

5.    Interested eligible Tenderers may obtain further information from Mr. Manuchehr Jamilzoda, Director of State Enterprise “Directorate of the Flooding Zone of Rogun Hydropower Plant”, at This email address is being protected from spambots. You need JavaScript enabled to view it. and inspect the Tender Document during office hours 8 a.m. to 5 p.m., Dushanbe time, at the addresses given below.

6.    The Tender Document in English may be purchased by interested eligible Tenderers upon the submission of a written request to the address below or through an electronic portal and upon payment of a nonrefundable fee of USD 200 (two hundred) or equivalent of any freely convertible currency. The method of payment will be direct deposit to specified account number. The document will be provided in an electronic format which can be downloaded from the website to be notified separately by the Employer.

7.    Tenders must be delivered to the address below on or before 3.00 PM (Dushanbe time), March 13, 2026. Electronic tendering will not be permitted. Late Tenders will be rejected. The outer Tender envelopes marked “ORIGINAL TENDER” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Tenderers’ designated representatives and anyone who chooses to attend, at the address below on 3.00 PM (Dushanbe time), March 13, 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Tender opening.

8.    All Tenders must be accompanied by a Tender Security of USD 560,000 (Five hundred and sixty thousand United States Dollars) or an equivalent amount in a freely convertible currency.
