Project Background
The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).
The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.
Main objectives of the assignment
The Consultant will coordinate the Financial Management and the Disbursement specialists and work with other members of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (hereinafter referred to as Rogun PMG), SE Directorate for Flooding Zone (DFZ) and OJSC Rogun HPP and other project participants, to achieve project objectives.

Qualification requirements:
- At least Master’s Degree or equivalent in accounting, finance, or economics.
- At least seven (7) to ten (10) years of proven professional experience in accounting/financial management.
- At least seven (7) years of experience in financial management capacity in projects financed by international financial institutions (e.g. WB, ADB, EIB, EBRD) and good knowledge of the financial management and disbursement procedures of the World Bank.
- Excellent understanding of the International Financial Reporting Standards and International Public Sector Accounting Standards.
- Extensive knowledge of Tajik accounting and tax legislation.
- Extensive knowledge and experience of working with accounting software 1C Enterprise.
- Skills and practical experience with Microsoft 365 Suite applications.
- Strong communication and interpersonal skills.
- Fluency in Russian and Tajik languages and English (both writing and speaking).
An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”)
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
