Project Background
The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project and intends to apply part of the proceeds for the proposed consulting services. This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).
The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.
Main objectives of the assignment
The main task to be carried out by Environmental Specialist is: supervision and monitoring of project works in accordance with the ESMP and reporting on the environmental aspects of the project. The Consultant will closely work with the Senior E&S Specialist and other members of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (hereinafter referred to as Rogun PMG), SE Directorate for Flooding Zone (DFZ) and OJSC Rogun HPP and project participants, for attainment of the objectives, etc.

Qualification requirements:
- University degree (higher education) in environmental engineering, or environmental sciences, or social sciences, or other relevant technical field. Specialization in environmental and/or social safeguards or occupational health and safety would be an advantage;
- At least five (5) years of experience in preparing and leading the preparation of E&S documents for large infrastructure projects, including dams and hydropower that meet the requirements of the World Bank (either the World Bank Safeguard Policies or the new Environmental and Social Framework (ESF)) and/or other International Financial Institutions, and best international industry practice;
- At least five (5) years of experience in the preparation and implementation of environmental management and mitigation plans for mid-size and large hydropower projects, including work related to biodiversity conservation and dam safety;
- Good knowledge of environmental legislation of the Republic of Tajikistan;
- Extensive knowledge and experience in the implementation of the World Bank E&S Framework (ESF), the General Environmental, Health and Safety Guidelines (EHSG) of the World Bank Group and/or the environmental and social policies of other International Financial Institutions, as well as good international industry practices;
- Successful experience of working in teams of specialists, including the integration of findings and the development of practical recommendations;
- Fluency in verbal and written English, Russian, and Tajik languages;
An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”)
