Project Background
The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).
The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.
Main objectives of the assignment
The main task to be carried out by Disbursement Specialist is to participate in development of overall project budget and expenditure plans of the project periodically, and submit to the WB/AIIB as well as relevant authority for approval, implementing and monitoring the implementation of financial plans of the Project, prepare timely the withdrawal applications (form 2803), Statements of Expenditures (SOE) and Special Commitments (form 2831), assist the maintaining records and preparing timely reports on consultants’ remuneration, travel expenses, cash advances, etc., reconciliation of disbursement summaries of the World Bank and SOEs with project accounting records at least monthly, etc.

Qualification requirements:
- University degree (higher education) in finance, economics, or similarly relevant discipline.
- At least three (3) years of relevant work experience in the field of financial management/ accounting compliance with the international standards acceptable to the International Development Association.
- Excellent knowledge of Tajik and Russian, and good knowledge of English.
- Strong computer skills and practical experience with the 1C Accounting Software.
- Exceptional integrity and dedication, including willingness to work overtime when required.
- Persistence and resoluteness in business.
- Energy, patience, ability to overcome difficulties; creative, analytical thinking.
An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”)
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
