Assignment Title: Independent Monitor for Resettlement Actions Plans/Livelihood Restoration Plan (RAPs/LRPs)

The Republic of Tajikistan has received Grant financing from the World Bank towards the cost of the Sustainable Financing for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services.
The objective of the Independent Monitor for Resettlement Actions Plans/Livelihood Restoration Plan is to undertake external monitoring of the resettlement and livelihood restorations programs for Phase 2—that is, for RAP 2 and LRP 2, which will be disclosed for public review and comment in early 2026. The external monitoring will provide an independent review on the ongoing resettlement and livelihood restoration progress in line with the international requirements of the Project. The estimated level of effort is around 12-man months. The duration of the assignment is 4 years.

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
i. At least 10 years’ experience in planning and monitoring of resettlement and livelihood restoration programs;
ii. Experience with community- and community-driven development activities
iii. At least 5 years’ experience in working with the World Bank and/or other international organizations social standards, including stakeholder engagement, grievance management, etc.
iv. Having successfully completed at least two similar assignments for projects of similar magnitude covering at least 20 villages and 10,000+ projected-affected persons, taking into account the scope of Phase 2 RAP2 and LRP2 (as defined in the ToR) f in the past 5 years.
v. Experience of at least 2 assignments in designing and implementing programs to engage vulnerable individuals and groups, particularly women.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Qualification Selection Method.
