The Republic of Tajikistan secured financing in the amount of USD 270 million equivalent from the Asian Infrastructure Investment Bank toward the cost of Rogun Hydropower Development Program and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this Program. The Program is expected to be jointly financed by the World Bank, European Investment Bank, Islamic Development Bank, among others.
The Program is structured in two phases:
- Phase 1 includes achieving by 2029 a dam height of at least 1,185 masl and an installed capacity of 2,040MW (including 780MW for temporal generating units 5 and 6 and 1,260MW for newly installed permanent generating units 3 and 4).
- Phase 2 includes achieving by 2033 a dam height of 1,300 masl and an installed capacity of 3,780MW (630MW in all six permanent generating units).
Phase 1 of the Program, hereinafter the Project, supported by AIIB, will comprise of the following main components:
Component 1.1: (1) Electromechanical (Lots 1, 1A, and 1B) activities including, inter alia, (i) design and supply of replacement runners for Generating Units 5 and 6 and design, supply, and installation of electro-mechanical equipment for Generating Units 3 and 4 with a combined installed capacity of approximately 1,260 MW; and (ii) installation of replacement runners for Generating Units 5 and 6 and other turbine rehabilitation works and control system integration.
Component 1.2: Right bank structures (Lot 3A), including, inter alia, e (i) high-level outlet structures 1 and 2; (ii) overflow spillways; (iii) hydraulic steel structures for high-level outlet structures 1 and 2 and overflow spillways; (iv) plunge pool; and (v) right bank grouting galleries from level 5 to 6 and grouting for the right bank grout curtain from levels 4 to 6.
Component 2: Implementation support. Procurement of a technical and environmental and social advisor or advisors for the lenders to the Project and other associated activities.
Component 3: Left Bank Road. Construction and rehabilitation of about 55km category-5 intra-village gravel road, including road and pedestrian bridges on the left bank of the reservoir that are needed to provide Project-affected people with uninterrupted transport connections after reservoir filling.
Lots 1, 1A, 1B, and Lot 3A will be jointly co-financed with the World Bank. Procurement under Lot 1A, 1B, and Lot 3A will be conducted in accordance with the World Bank’s “Procurement Regulations for Borrowers” (September 2023).
Procurement for the left-bank roads under Component 3 and the Lenders Technical Advisor under Component 2, parallel-financed by AIIB, will be conducted in accordance with AIIB Directive on Procurement Instructions for Recipients (July 2024) and is open to all eligible firms and individuals.
Specific procurement notices for the civil work contract for left bank roads subject to international open competitive tender and the contracts for consultancy services will be announced, as they become available, in UN Development Business online, on the AIIB’s external website and on the website of the Projects Management Group for Construction of Energy Facilities Under the President of The Republic of Tajikistan (http://energyprojects.tj), JSC “Rogun HPP” (http://rogunges.tj) and local newspapers.
