Consulting services for Electricity Sector Cost of Service Study
Contract reference: RHPP/CS/QCBS/04
The Republic of Tajikistan has applied for financing from the World Bank towards the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include (i) developing a detailed cost of electricity service estimate for the period 2024-2030 which will be used as the reference point for sector stakeholders as the sector transitions to cost-reflective tariffs; (ii) provision of recommendations on the tariff structure including practical tools for stakeholders to use; and (iii) developing an Electricity Tariff Paper which will provide a trajectory of electricity tariffs as the sector transitions to cost-reflective tariffs (including company level tariffs, customer category level tariffs, and estimated weighted average end-user tariffs based on expected consumption profiles). It will include the following main Tasks:

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality-And-Cost Based Selection method set out in the Procurement Regulations.
