The Republic of Tajikistan has applied for financing from the World Bank towards the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Preparation of Rogun HPP Project Financing Plan and Development of Power Purchase Agreements (PPA) for Rogun HPP. The objective of this assignment is to prepare a macroeconomically and financially viable financing plan for the Project, assist Client to design, draft and negotiate PPAs and other relevant documents for energy export to CA countries. It will include the following main Tasks:
Task 1: Prepare a financing plan for the Project.
Task 2: Technical, commercial, and legal due diligence for domestic PPAs.
Task 3: Technical, commercial, and legal due diligence for export PPAs.
Task 4: Drafting of project agreements.
Task 5: PPA negotiation and overall execution support.

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

- Specific experience in preparation of financing plans for hydropower generation projects (larger than 1000 MW); development of financial models; financial structuring of large hydropower generation projects; drafting, support to the clients in negotiation, and execution of power purchase agreements for exports of electricity and with large domestic industrial consumers In the evaluation matrix the weight of the Specific Experience will be 80% out of 100%.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality-And-Cost Based Selection method set out in the Procurement Regulations.
