Assignment Title: Dam Engineering Expert and Chairperson of POE

Reference No. (as per Procurement Plan): RHPP/CS/IC/01

 

The Republic of Tajikistan has applied for financing from the World Bank towards the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services of Dam Engineering Expert and Chairperson of POE.

 

The main task carried out by Dam Engineering Expert and Chairperson of POE is to review of design criteria adopted by the relevant Consultants and EPC Contractors, review of dam design including foundation treatment (excavation shape, foundation treatment, grouting galleries design, salt wedge treatment), dam zoning, material characteristics, laboratory tests on constitutive materials, field/trial tests on constitutive materials, dam behavior assessment through finite element modelling under static and dynamic loading, concrete pad design, etc. As the Chairperson role is responsible for leading the review of the PoE, coordination activities and communication of POE inputs, including consolidation of panel views and recommendations to ensure consistency in the approach on design, construction and operation issues, etc.

Qualification requirements:

 

  • Master Degree in Civil Engineering, or related fields.
  • 25 years of experience in dam engineering.
  • Vast experience in leading teams of international experts in various technical disciplines of dam design.
  • Excellent report writing skills and oral presentation skills.
  • At least two (2) previous experiences as a POE member on a large dam project.
  • At least three (3) projects with zoned embankment dams.
  • At least three (3) projects with embankment dams more than 150m high.
  • At least two projects involving rockfill or concrete dams.
  • Experience of technical coordination and interfaces management on at least three (3) no. hydropower projects of more than 1000 MW installed power.
  • English fluent (speaking and writing).

 

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible individual consultants to express their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
