Summary of main economic and social benefits of Rogun HPP
The completion of the Rogun HPP project, with a total planned investment of approximately US$6.3 billion, will bring significant economic and social benefits to Tajikistan and the region.
The Rogun HPP will ensure the Republic of Tajikistan's energy security. Due to its significant capacity, it will significantly increase Tajikistan's electricity production, enabling the country to meet domestic demand, export surplus electricity to neighboring countries, and increase export revenues. Tajikistan has already signed memorandum of understanding for potential electricity supplies to Uzbekistan and Kazakhstan. This will stimulate economic growth by attracting investment, supporting industrial development and creating jobs in various sectors of the economy.
The Rogun HPP's construction and operation will generate revenue for the government, which can be allocated to social programs such as health, education, and poverty alleviation. This will improve the living standards and socio-economic indicators of the population.
In this context, the Government of the Republic of Tajikistan approved the basic principles of the benefit sharing program for the construction of the Rogun HPP. The program provides mechanisms for effective benefit sharing to ensure sustainable socio-economic impact on the target beneficiaries, as outlined in Resolution No. 27 dated January 29, 2024.
The Rogun HPP is a transformational project with far-reaching economic and social benefits, positioning Tajikistan as a regional energy hub for green electricity and promoting sustainable development in various sectors of the economy. Upon completion, the Rogun HPP is expected to provide affordable, reliable, and sustainable electricity to 9.75 million people and reduce CO2 emissions by 1.14 million tons per year over the project's lifespan.

Government’s plan for financing of Rogun HPP
The financing of the project, which is currently funded by the budget of the Republic of Tajikistan, should be supplemented by contributions from international financial institutions. Currently, efforts are being made to secure the necessary financing to complete the Rogun HPP. As a result of close interaction with all stakeholders, the following development partners have confirmed their participation in the project through both grant and loan financing: The World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, European Investment Bank, Islamic Development Bank, and Arab Coordination Group.
Summary of existing Power Purchase Agreements of Rogun HPP
The electricity generated at Rogun HPP is currently purchased by JSC Barki Tojik and transferred to the general energy system of the country in accordance with the Power Purchase Agreement signed in 2018. The tariff for 1 kWh of electricity is 23.3 dirams.
Rogun will export 62 percent of its surplus energy during the summer months to provide affordable and clean energy to the power grids of Central Asian countries. At the regional level, Rogun will decarbonize the power grids of Kazakhstan and Uzbekistan, strengthen energy security, and revitalize the regional electricity market in Central Asia.
In order to expand long-term energy relations, Heads of Terms were signed between JSC Rogun HPP and JSC National Electric Networks of Uzbekistan, as well as between JSC Rogun HPP and LLP Settlement and Financial Center for Support of Renewable Energy Sources of the Ministry of Energy of the Republic of Kazakhstan on the purchase of electricity generated by Rogun HPP. These documents will serve as the basis for future power purchase agreements with the Republic of Uzbekistan and the Republic of Kazakhstan. These agreements are expected to be signed in May 2024.

The 2023 ESIA is an update of the 2014 ESIA. Volume 1 of the updated ESIA includes a description of the Project, describes baseline E&S conditions and the potential impacts the Project may have, defines the measures that must be taken by various parties to avoid or reduce those impacts, and describes any residual impacts that may remain. The ESIA covers construction and operation of the dam and hydropower plant and the resettlement program. Volume 2 includes technical annexes that provide details of the assessment of impacts on human and environmental resources. |

The ESMP provides more detail on the actions identified in the ESIA that must be taken by the Project Management Group, JSC Rogun, and the Directorate of the Flooding Zone to implement the mitigation measures, to monitor E&S performance, and to refine mitigation measures as needed to ensure they achieve their goals of impact avoidance or reduction. The SEP describes the ways in which the Project, including PMG, JSC Rogun, and DFZ, will engage stakeholders during the ESIA period and throughout construction and operation. The SEP identifies key stakeholders, which include people who will be resettled or otherwise affected, companies involved in construction, construction workers, government and civil authorities (national, regional, and local), civil society organizations, and riparian countries. |
Resettlement and Livelihood Restoration Framework |
The RALRF establishes the principles and procedures to be followed by the Directorate of the Rogun HPP Flooding Zone in implementing program to resettle people whose land will be inundated by the reservoir. The RALRF will guide the development of Resettlement Action Plan Phases 2 (2017-2025) and future RAPs 3, 4, and 5. The overarching goal of the resettlement program is to ensure that households and peoples who are economically or physically displaced do not suffer a reduction in their standard of living. |

The GAP characterizes and defines the risks of gender-based violence and sexual exploitation, abuse, and harassment during project construction and operation. It identifies measures to enhance women’s access to project opportunities and benefits. The GAP also identifies responsible parties, resources required to implement the actions, and monitoring indicators. |
Cultural Heritage Management Plan |
The CHPP reports on surveys that have been conducted to identify tangible and intangible cultural heritage that may be affected by the Project. Tangible cultural heritage includes archaeological remains, including surface and subsurface archaeological sites, cultural artifacts, historic monuments, and buildings. Intangible heritage includes cultural resources natural and human-made features of local cultural value, practices and ethnographic heritage, and the overall cultural landscape. The CHPP describes the actions that have been taken and will be taken to record heritage that will unavoidably be lost and to record and preserve what is possible to preserve. |
Biodiversity Management Plan (including “No Net Loss Strategy”) |
The BMP describes the biodiversity (plants, animals, fish, birds, habitat) that occur in the area that may be affected by the Project and outlines actions that will be taken to avoid or minimize impacts. This will include descriptions of “natural habitat” (as defined by the World Bank) that will be affected and outline actions that may be taken to achieve “no net loss” of biodiversity, which is required to balance the loss of natural habitat. |

JSC Rogun will develop guidelines and instructions for Contractors that will require the Contractors to develop their own plans and programs to avoid or minimize potential impacts on occupational health and safety, water quality, air quality, erosion, noise, human resources, community health and safety, security, traffic and transport, ecosystem services, river flows downstream of Rogun, soils and geology, hazardous and nonhazardous waste, and slope stability. |

Stakeholder Engagement and Public Consultations
Several public discussions and consultations were recently organized by the Project Management Group for Energy Facilities Construction (PMG) at both the regional Central Asia level and Tajikistan country level.
Specifically, the PMG held information-sharing and consultation meetings with riparian governments and CSOs on Rogun HPP’s updated ESIA in Almaty, Kazakhstan, on November 8-9, 2023. The consultations brought together representatives of the regional governments, CSOs, and scientific organizations with the goal of soliciting feedback to inform project design and respond to any questions and concerns from a wide group of stakeholders from the riparian countries.
