Supplementary Environmental and Social Management Plan for the Construction of a Road on the Left Bank

The Supplementary Environmental and Social Management Plan (S-ESMP) for the Rogun Hydroelectric Power Plant (HPP) road construction project on the left bank has been published.

The document defines environmental and social requirements and risk management measures for construction of new road and associated infrastructure. The need to prepare a separate plan is due to the accelerated schedule of road works and their organizational specifics compared to the main HPP construction.

The road construction aims to ensure safe, year-round transportation for settlements on the left bank of the reservoir during the phased filling of the reservoir and the loss of existing bridges across the Vakhsh River. The new route will shorten the distance, improve traffic safety, and ensure a stable connection with the right bank road network.

The S-ESMP establishes requirements for environmental protection, industrial safety, labor protection, interaction with the local population, and the consideration of citizen complaints. The document has been prepared in accordance with international environmental and social safeguards standards and is being published to ensure transparency and public awareness.
