Safety, Environmental, and Social Standards at the Rogun Hydropower Plant

 

On January 14, 2026, the Rogun Hydropower Plant (HPP) Project Implementation Unit held a specialized training for contractors on preparing Contractor Environmental and Social Management Plans (ESMPs) for the Rogun HPP construction project. The session brought together contractor representatives who will develop ESMPs, along with engineers, health, safety and environmental specialists, and project managers.

Participants were briefed on the World Bank Environmental and Social Framework (ESF) and the relevant Environmental and Social Standards (ESS), national environmental legislation of the Republic of Tajikistan, and the project’s approved environmental and social documentation—primarily the Environmental and Social Impact Assessment (ESIA) and the General ESMP, which serve as the foundation for contractor plans. The training provided a detailed walkthrough of the ESMP structure and its core thematic sections, including occupational health and safety, waste management, air quality, noise and vibration, transport and traffic, water management, hazardous materials, grievance redress mechanisms, and gender equality.

The training aimed to create a shared understanding of standards and practical requirements for managing environmental and social risks at Rogun HPP construction sites and to strengthen contractors’ capacity to prepare and implement effective ESMPs. Attendees received clear guidance on ESMP content, approval procedures, monitoring, and the allocation of responsibilities for implementation. By aligning contractor practices with national and international requirements, the initiative will reduce risks to workers and local communities, minimize adverse environmental impacts, and ensure compliance with the project’s international obligations—thereby reinforcing donor confidence and supporting the long-term sustainability of the Rogun HPP project.
