Consultations on Sustainable Financing of the Rogun Hydropower Plant: Coordinating Emergency Preparedness Plans and Developing Regional Coordination

 

Tashkent, September 30, 2025

On September 29–30, 2025, riparian states gathered in Tashkent for regional consultations on the Emergency Preparedness Plan (EPP) for the Vakhsh Cascade of Hydropower Plants (HPPs), including the Rogun and Nurek HPPs. The meeting advanced efforts to secure sustainable financing for the project and strengthen regional cooperation in transboundary water management and hydraulic structure safety.

The event brought together high-level delegations from Central Asian governments, as well as representatives of international financial institutions, technical consultants, and independent experts. Delegates included the Deputy Prime Minister of the Republic of Tajikistan, the Minister of Water Resources and the Minister of Energy of the Republic of Uzbekistan, heads of national emergency services, a World Bank delegation, representatives of the consulting firm Gruner Stucky, and the International Independent Panel of Dam Safety Experts.

Tajikistan’s delegation featured the Deputy Minister of Energy and Water Resources of the Republic of Tajikistan, the Technical Director of the Rogun HPP, the Director of the Energy Facilities Construction Projects Implementation Unit under the President of the Republic of Tajikistan, the General Director of Barki Tojik, and the Director of the State Institution "Directorate of Rogun HPP Flood Zone." The presence of key national entities underscored the high level of political will and interagency cooperation on issues of sustainable energy development and public safety.

Over two days, participants reviewed the key technical and institutional aspects of the EPP development for the Vakhsh Cascade of HPPs. They prioritized harmonizing risk assessment approaches, including the analysis of dam failure scenarios and flood wave transformation calculation methodologies. Experts presented current results of assessing the consequences of potential emergencies, and discussed concrete measures to reduce risks and improve preparedness. The meeting also covered hydraulic structure safety in accordance with international standards, the current status of cascade project implementation, intergovernmental agreements, and existing response protocols.

Delegates agreed on practical steps of EPP implementation: forming national technical committees, defining mechanisms for rapid data exchange and notification, and developing coordinated response scenarios. They also addressed coordination between government agencies, project structures, donors, and local communities, ensuring transparency, and conducting public consultations.

Following the consultations, further steps were agreed upon: developing national EPPs with a clear division of roles and responsibilities, refining methodological approaches to risk assessment and flood wave transformation, conducting additional hydrological and engineering studies, and establishing sustainable information exchange mechanisms and agreed-upon response protocols. Participants agreed to prepare a joint action plan to guide follow‑up working sessions and intergovernmental cooperation.

The consultations in Tashkent were an important step toward establishing a coordinated regional approach to dam safety and emergency preparedness. This, in turn, will not only reduce potential risks in the Vakhsh River basin but also strengthen public confidence, enhance the institutional readiness of regional states, improve the investment climate, and facilitate access to international financial resources.
