Assignment Title: Seismic Hazard Update Study at Rogun Dam

The Republic of Tajikistan has applied for financing from the World Bank towards the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services.

 

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The objective of the Seismic Hazard Update Study at Rogun Dam is to provide an updated and comprehensive assessment of the seismic hazard for the dam and its associated structures, including updating both deterministic and probabilistic seismic hazard analyses, by integrating the most recent data and ground motion models, estimating the maximum magnitude and associated ground motion for reservoir-triggered seismicity, Incorporating uncertainty in the estimation of fault rupture displacements at the dam site, considering both local and major nearby faults, Determining the topographic amplification factor for slope stability and designing structures on hills, etc.

The shortlisting criteria are: 

  • At least 15 years of international experience in earthquake engineering projects, including structural and geotechnical engineering for hydropower projects.

  • At least two completed seismic hazard assessment studies for hydropower project dams including deterministic and probabilistic seismic hazard assessment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultants already involved in the implementation of the Rogun project will not be considered for this assignment.

A Consultant will be selected in accordance with the Consultants Qualification Selection Method.
