The Republic of Tajikistan has applied for financing from the World Bank towards the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services.

 

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The objective of this study is for the Consultant to review all pertinent aspects of the award of the Contract for Lot 3 of the under-construction Rogun Hydropower Project and to provide an independent assessment of the process that led to the contract award, identify issues that could potentially have an adverse impact on Government’s efforts to seek financing for this lot from International Financial Institutions, and propose a procurement strategy that potentially addresses or minimizes these issues.

The shortlisting criteria are: 

  • A potential consultant firm must have at least 25 years of global and regional experience including:
  • Experience in evaluating tender proposals for EPC contracts in projects of similar size in complexity and technical specialization;
  • Projects completed and commissioned in last 10 years in providing engineering services for hydropower project of 600 MW or more;
  • Projects completed and commissioned with hydromechanical structures of tunnel or surface spillways of capacity greater than 2000 cumecs in the last 10 years.

The proposed team shall be composed of at least 3 experts:

  1. 1.Tunneling and Hydraulic Works Construction Expert – Project Manager Tunneling and Hydraulic Works Construction Expert – Project Manager – shall have Master’s Degree in civil engineering with at least 20 years of overall experience including at least 15 years of direct participation in the construction of hydropower projects and projects involving large hydraulic tunnels and structures.
  2. 2.Procurement Specialist shall have Master’s Degree in Civil Engineering or Construction Law with at least 20 years of overall experience including at least 15 years of direct participation in the preparation, evaluation and award of tendering activities for large civil works projects; must have full familiarity with FIDIC Contract Documents as well as extensive knowledge of International Financial Institutions’ procurement rules and guidelines Master’s Degree in Civil Engineering or Construction Law with at least 20 years of overall experience including at least 15 years of direct participation in the preparation, evaluation and award of tendering activities for large civil works projects; must have full familiarity with FIDIC Contract Documents as well as extensive knowledge of International Financial Institutions’ procurement rules and guidelines
  3. 3.Hydromechanical Expert shall have Master’s Degree in Mechanical Engineering or related engineering field with at least 20 years of overall experience including at least 15 years of direct work experience on the deployment of large hydromechanical equipment in hydropower plants.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may form an association (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association) to enhance their qualifications. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company.

Consultants already involved in the implementation of the Rogun project will not be considered for this assignment.

A Consultant will be selected in accordance with the Consultants Qualification Selection Method.
